[Document] The Construction Industry Authority Bill

Le ministre des Infrastructures Public va présenter le Construction Industry Authority Bill le 14 novembre 2023 en première lecture.

The object of this Bill is to provide a modern overarching and consolidated legislation for the construction industry through for the establishment of the Construction Industry Authority. The Building Control Act and the Construction Industry Development Board Act will be repealed and replaced by a more modern legislation for the construction industry.

.Accordingly, the Construction Industry Authority will take over the functionsand powers of the Building Control Advisory Council and the Construction IndustryDevelopment Board, and will, inter alia –
(a)regulate the construction industry, including providers of constructionworks and construction services, and suppliers of constructionmaterials, equipment, plant and labour for construction purposes;
(b)promote the sustainable development of the construction industry,including green building, waste reduction, circular economy,sustainability rating tools and certification in the construction industry;
(c)formulate and develop policies and standards for safe, efficient, highquality, cost-effective, climate resilient and sustainable construction ofbuildings;
(d)promote environmental, social and governance (ESG) practices in theconstruction industry for a more sustainable and responsibledevelopment;
(e)promote capacity development in the construction industry, includingtechnical and vocational education, and training;
(f)facilitate dispute resolution in the construction industry, especiallybetween individuals and small contractors;
(g)promote the participation of more women in the construction industry;
(h)promote occupational safety and health in the construction industry.

The Bill further provides for matters connected, incidental and related thereto.
