Applications for registration of group or alliance forthcoming Municipal Council Elections

Registration: 24th and 25th March 2025.

Every group or alliance wishing to be registered for the forthcoming Municipal Council Elections may apply to the Electoral Supervisory Commission on the twenty-fourth (24th) or twenty-fifth (25th) day of March, 2025.

Applications for registration shall be made in the prescribed form (Form 4) obtainable at the Office of the Electoral Commissioner, Level 4, MaxCity Building, Corner Remy Ollier and Louis Pasteur Streets, Port Louis during normal office hours. The said form can also be downloaded from the website of the Office of the Electoral Commissioner at https://electoral.govmu.org

Every application shall –
(a) in the case of a group, be signed in the presence of the Electoral Commissioner, by the president and secretary of the group; and be supported by a certified extract of the minutes of proceedings of the meeting* at which the decision was taken for the president and secretary to make the application to be registered as a group; or
(b) in the case of an alliance, be signed in the presence of the Electoral Commissioner, by the respective president and secretary of each group constituting the alliance; and be supported by certified extracts of the minutes of proceedings of the meetings* at which decisions were taken for the respective president and secretary of each group to make the application to be registered as an alliance.

Every group constituting the alliance shall also apply to be registered as a group, prior to the application for the registration of the alliance.
Any application shall be accompanied by a facsimile of the symbol of identification of the group or alliance, which shall consist of a line drawing in black colour on a white background, and fit within a space of 20 x 15 mm but not consist of any letter, word, figure or any alphanumeric in any language, or any punctuation mark.

Appointment of “liaison agent” [Regulation 11A]
At the time of making the above application, every group or alliance shall notify the Electoral Supervisory Commission of the name and National —–Identity Card number of its “liaison agent” on the prescribed form (Form 4). Such notification shall be supported (a) (b)
in the case of a group, by a certified extract of the minutes of proceedings of the meeting* at which the decision to appoint the liaison agent was taken; or
-in the case of an alliance, by certified extracts of the minutes of proceedings of every meeting* at which the decision to appoint the liaison agent was taken.

All applications shall be received by the Electoral Commissioner at his office on the 24th and 25th March, 2025 from 9.30 a.m. to 12 noon and from 12.30 p.m. to 3.30 p.m.

Chaque demande doit –
(a) dans le cas d’un groupe, être signé en présence du Commissaire électoral, par le président et le secrétaire du groupe; et être accompagné d’un extrait certifié conforme des procès-verbaux de la réunion* au cours de laquelle la décision a été prise pour que le président et le secrétaire fassent la demande d’enregistrement en tant que groupe; ou
(b) dans le cas d’une alliance, être signé en présence du Commissaire électoral, par le président et le secrétaire respectifs de chaque groupe constituant l’alliance ; et être accompagné d’extraits certifiés conformes des procès-verbaux des réunions* au cours desquelles des décisions ont été prises pour que le président et le secrétaire respectifs de chaque groupe fassent la demande d’enregistrement en tant qu’alliance.

Chaque groupe constituant l’alliance doit également demander à être enregistré en tant que groupe, avant de faire une demande d’enregistrement de l’alliance.

Toute demande doit être accompagnée d’une reproduction du symbole d’identification du groupe ou de l’alliance, qui doit consister en un dessin linéaire en noir sur fond blanc, et tenir dans un espace de 20 x 15 mm, mais ne doit pas contenir de lettre, mot, chiffre ou tout alphanumérique dans quelque langue que ce soit, ni de signe de punctuation.

Nommer un « agent de liaison » [Règlement 11A]
Au moment de soumettre la demande susmentionnée, chaque groupe ou alliance doit notifier la Commission de Supervision Électorale du nom et du numéro de carte d’identité nationale de son « agent de liaison » sur le formulaire prescrit (Formulaire 4). Cette notification doit être accompagnée de (a) (b)
dans le cas d’un groupe, par un extrait certifié des procès-verbaux de la réunion* au cours de laquelle la décision de nommer l’agent de liaison a été prise; ou
-en cas d’alliance, par des extraits certifiés des procès-verbaux de chaque réunion* au cours de laquelle la décision de nommer l’agent de liaison a été prise.
Toutes les candidatures doivent être reçues par le Commissaire électoral à son bureau les 24 et 25 mars 2025 de 9h30 à 12h00 et de 12h30 à 15h30.
