Le NPCC et la JICA signent un accord pour promouvoir l’approche Kaizen à Maurice et dans la région

L’accord a été officiellement signé au ministère de l’Industrie, des PMEs et des Coopératives par M. Deodass Appalswamy, Director Capacity Development, Corporate Services and Operations du NPCC, et M. Toru Homma, Senior Advisor and Team Leader de la JICA en présence des cadres du ministère, du NPCC et de la JICA. Cette collaboration marque une étape significative dans l’engagement de Maurice à promouvoir une culture d’amélioration continue au sein des entreprises et des institutions.

Approuvé par le gouvernement du Japon en février 2024, le projet de coopération technique sera mis en œuvre sur une période de trois ans, à partir d’octobre 2025, avec le déploiement d’experts japonais. L’initiative repose sur deux objectifs clés:

Renforcer la capacité du NPCC en tant que Centre d’Excellence pour diffuser efficacement la méthodologie Kaizen à Maurice et dans la région élargie;
Renforcer la capacité des pays voisins, y compris Madagascar, à adopter et mettre en œuvre l’approche Kaizen pour une productivité et une compétitivité durables.

“Cette collaboration avec la JICA constitue une étape majeure pour le NPCC et pour Maurice dans son ensemble. En renforçant notre capacité à mettre en œuvre et à partager l’approche Kaizen, nous donnons aux entreprises les moyens d’atteindre des niveaux accrus de productivité et d’efficacité. Nous sommes impatients de voir l’impact positif que ce projet apportera aux entreprises à Maurice et dans la région”, a déclaré M. Appalswamy.

M. Homma a également partagé ses réflexions sur l’accord: “La JICA est ravie de collaborer avec le NPCC sur ce projet phare. L’approche Kaizen a prouvé son efficacité à l’échelle mondiale pour améliorer la productivité et l’excellence opérationnelle. Nous sommes convaincus que cette initiative renforcera la capacité du NPCC et contribuera à une croissance économique durable, non seulement à Maurice mais aussi dans toute la region.”

Dans le cadre du projet, l’équipe du NPCC suivra une formation spécialisée afin de mieux répondre aux besoins des entreprises à Maurice et dans la région. De plus, un programme de formation dans les pays tiers sera mis en place afin d’établir un mécanisme structuré pour l’application à long terme des pratiques Kaizen.

Il convient de noter qu’une équipe de planification détaillée de la JICA a mené une mission exploratoire à Maurice du 10 au 20 mars, après des visites à Madagascar et aux Comores. Au cours de leur séjour, ils ont échangé avec les principales parties prenantes, effectué des visites d’entreprises et mené des discussions approfondies avec le ministère et le NPCC. La delegation a également rencontré le ministre de l’Industrie, des PMEs et des Coopératives, l’Honorable Aadil Ameer Meea.

Pour assurer une mise en œuvre efficace et un suivi rigoureux des progrès, un Comité de Coordination Conjoint sera mis en place, composé de représentants du ministère de l’Industrie, des PME et des Coopératives, du NPCC et de la JICA.

L’approche Kaizen, originaire du Japon, est une philosophie bien établie axée sur l’amélioration continue et progressive des processus, des produits et des services. En favorisant l’efficacité, en réduisant le gaspillage et en renforçant la compétitivité durable, le Kaizen s’applique à tous les secteurs et structures organisationnelles.

Grâce à cette initiative, le rôle du NPCC sera renforcé en tant que Centre d’excellence et cela favorisera non seulement la collaboration régionale, mais soutiendra également la stratégie plus large du gouvernement visant à améliorer la productivité et la compétitivité. De plus, dans le cadre de l’Africa Kaizen Initiative (AKI) – un accord conjoint établi par la JICA et l’AUDA-NEPAD en 2017 – le NPCC est appelé à devenir un Centre d’Excellence pour l’initiative Afrique Kaizen, consolidant ainsi sa position d’acteur clé dans la promotion des principes Kaizen au sein de la région africaine.

Ce projet de coopération technique novateur, le premier du genre pour le NPCC, devrait apporter une valeur considérable de l’expertise japonaise en matière de productivité et d’amélioration de la qualité.

The National Productivity and Competitiveness Council (NPCC) has formalised a partnership with the Japan International Cooperation Agency (JICA) through a technical cooperation project aimed at strengthening the NPCC’s role as a Centre of Excellence in disseminating the Kaizen approach in Mauritius and across neighboring countries.

The agreement was officially signed at the Ministry of Industry, SMEs and Cooperatives between Mr. Deodass Appalswamy, Director Capacity Development, Corporate Services and Operations at NPCC and Mr. Toru Homma, Senior Advisor and Team Leader at JICA in the presence of senior officials of the ministry, NPCC cadres and JICA representatives. This collaboration marks a significant step in reinforcing Mauritius’ commitment to fostering a culture of continuous improvement within enterprises and institutions.

Approved by the Government of Japan in February 2024, the Technical Cooperation Project will be implemented over a three-year period, commencing in October 2025 with the deployment of Japanese experts. The initiative is structured around two key objectives:

Enhancing the NPCC’s capacity as a Centre of Excellence to effectively disseminate the Kaizen methodology in Mauritius and the wider region;
Strengthening the ability of neighboring countries, including Madagascar, to adopt and implement the Kaizen approach for sustainable productivity and competitiveness.

“This collaboration with the JICA is a major milestone for the NPCC and Mauritius as a whole. By strengthening our ability to implement and share the Kaizen approach, we will be empowering businesses to achieve higher levels of productivity and efficiency. We look forward to the positive impact this project will bring to enterprises in Mauritius and the region,” said Mr. Appalswamy.

Mr. Homma also shared his thoughts on the agreement: “The JICA is pleased to collaborate with the NPCC on this transformative project. The Kaizen approach has proven its effectiveness worldwide in driving productivity and operational excellence. We are confident that this initiative will enhance NPCC’s capacity and contribute to sustainable economic growth in African countries.”

As part of the project, the NPCC’s team will undergo specialised training to better cater to the needs of enterprises in Mauritius and beyond. Additionally, Third Country Training programmes will be provided to help establishing a structured mechanism for the long-term application of Kaizen practices.

It is worth noting that a Detailed Planning Survey Team from JICA conducted the scoping mission in Mauritius from 10 to 20 March, following visits to Madagascar and Comoros. During their stay, they engaged with key stakeholders, undertook site visits to enterprises and held extensive discussions with the ministry and the NPCC. The delegation also met with the Minister of Industry, SMEs and Cooperatives, Honorable Aadil Ameer Meea.

To ensure effective implementation and progress monitoring, a Joint Coordinating Committee will be established, comprising representatives from the Ministry of Industry, SMEs and Cooperatives, the NPCC and JICA.

The Kaizen approach, originating from Japan, is a well-established philosophy focused on continuous, incremental improvements in processes, products and services. By fostering efficiency, reducing waste and driving sustainable competitiveness, Kaizen is applicable across all industries and organisational structures.

Through this initiative, Mauritius is poised to benefit extensively. Strengthening the NPCC’s role as a Centre of Excellence will not only promote regional collaboration but also support the Government’s broader strategy to enhance productivity and competitiveness. Furthermore, under the Africa Kaizen Initiative (AKI) – a joint framework established by JICA and AUDA-NEPAD in 2017 – NPCC is set to become an AKI-Centre of Excellence, reinforcing its position as a key player in advancing Kaizen principles within the African region.

This groundbreaking technical cooperation project, the first of its kind for the NPCC, is expected to deliver substantial value by leveraging Japan’s expertise in productivity and quality improvement practices.
